The rating is compiled annually by various statistical institutes. They conduct surveys of physicians about the quality of their colleagues’ work according to a specific plan. The questions relate to specific areas. For example, a well-known radiologist may be asked who he considers to be the best specialist in the field of arthroscopic knee surgery for sacral ligament rupture and why he thinks so. The same survey is conducted for the specialist in the field of postoperative orthopedic physiotherapy. Surveys are conducted not only among leading and well-known specialists. The opinion of ordinary doctors who are related to this area of patient treatment is also taken into account. All answers are systematized according to a certain algorithm and, finally, a rating is given.
The disadvantage of this method is that the interviewees express their purely subjective opinion without knowing objective indicators, for example, such as the number of actually successful operations, etc.
For the patient, the success rate is the most important indicator. Otherwise, why would a patient go to Germany and spend a lot of money if he is not sure that a German specialist will do a better job than a specialist in his own country?
2. Patient Testimonials.
Firstly, this method is mostly subjective, and secondly, it does not provide an opportunity to check the reliability of the review: whether it is really from real patients or bought from an advertising agency.
There are many review portals and it should be noted that it is more difficult to leave a negative review on many of them than a positive one. If a bad review is received, the doctor has the right to request the portal owner to remove it, on the grounds that there is no proof that the review was written by a real patient and not a competitor. If the portal cannot provide proof that the review was written by a real patient, it is obliged to remove it.

What can the lack of negative reviews tell you?
Can a doctor, or any other person for that matter, not make any mistakes and have 100% good reviews?
Maybe! If he has very few patients, and thus a low workload, and all the «bad» reviews are removed.
Also, the patient feedback system does not provide objective information about the percentage of successful surgeries or therapeutic methods of treatment.

You will not find a rating about doctors using this system anywhere on the internet. Why?
